The remuneration of the delegated director for professional and technological training is based on a combination of index-based and indemnity components, the understanding of which requires distinguishing between what pertains to the original body and what is attached to the function. NBI and responsibility allowance DDFPT: two pay lines not to be confused
The index bonus of 40 points of increased index constitutes a NBI attached to the effective exercise of the function. It is included in the calculation of the civil retirement pension, which radically distinguishes it from bonuses and allowances. As soon as the DDFPT ceases their functions, this NBI disappears from the payslip.
The responsibility allowance, on the other hand, is governed by decree no. 91-1259 of December 17, 1991, as amended. Its rates, revalued on September 1, 2015, depend on the number of supervised sections. Since September 1, 2023, the annual amounts have been increased to 7,563 euros for sections with more than 1,000 students, 6,740 euros for sections between 400 and 1,000 students, and a lower tier for sections with fewer than 400 students.
We regularly observe that colleagues confuse these two lines during a claim or a pay verification. This same text grants five additional points of increased index to all public agents starting January 1, 2024. For a DDFPT, this means that the gross index treatment increases mechanically, without a specific salary grid for the function being created.
In practical terms, the effect on the net monthly salary remains modest. A DDFPT’s salary primarily depends on their original body (certified, PLP, agrégé) and their grade. A PLP at the last step of the normal class and an agrégé out of class do not receive the same base salary at all, even if they hold the same DDFPT position in the same high school.
Deductions and withholdings: what remains on the net monthly salary
The transition from gross to net follows the same rules as for any tenured teacher, but the NBI and the responsibility allowance modify the base for certain withholdings. Here are the main deduction items:
- Withholding for civil pension at a rate of 11.10% of the gross salary, including NBI since it is index-based
- CSG at 9.2% calculated on 98.25% of the gross (salary + bonuses), and CRDS at 0.5% on the same base
- Transfer of bonuses/points for a fixed monthly amount, currently around 32 euros, which is deducted
The NBI is subject to retirement contributions, which reduces the immediate net but improves future pension. The responsibility allowance, on the other hand, does not generate pension rights from the basic scheme.
Family treatment supplement
The SFT is added to the gross and varies according to the number of dependent children. For two children, it ranges from about 77 euros to 117 euros monthly. For three children, the range increases to between approximately 192 euros and 298 euros. These amounts combine a fixed part and a percentage of the gross salary, framed by regulatory minimum and maximum limits.
Index reclassification and access to the exceptional class

Decree no. 2023-721 of August 4, 2023, modified the index grids for certified, PLP, CPE, and PSY-EN. This text linearizes access to the exceptional class, which becomes an almost automatic advancement for agents meeting the seniority conditions.
For a DDFPT from the PLP body, this reclassification translates into a gain of indices at the terminal levels of the out-of-class and exceptional class. Facilitated access to the exceptional class represents the most significant lever on medium-term remuneration, more than the occasional revaluations of the index point.
In contrast, an agrégé DDFPT falls under a distinct grid and the specific decree for agrégés for access to the out-of-class. Therefore, the advancement conditions are not transferable from one body to another, even if the function performed is identical.
What linearization changes concretely
Before the 2023 decree, access to the exceptional class went through strict contingent and a rector’s opinion. Linearization removes this selection for agents who have reached the required grade. For a DDFPT at the end of their career, this can represent several dozen additional points of increased index, with a direct impact on the amount of the retirement pension.
Building a reliable projection of DDFPT remuneration
Any salary simulation must start from the body of belonging and the grade, not from the function. Here are the elements to gather:
- Increased index corresponding to the current grade in the body grid (PLP, certified, or agrégé)
- The 40 points of NBI to be added to this index to obtain the full gross salary
- The annual amount of the responsibility allowance according to the size of the section, divided by twelve
- The fixed part of the ISOE, paid monthly without modulation
By cross-referencing this data with the current withholding rates, we obtain a reliable net estimate. The monthly DDFPT salary varies greatly depending on the body and grade, making any unique range misleading. A PLP in the normal class at the fifth grade and an agrégé in the exceptional class can receive very different net monthly amounts, despite holding the same position.
Future developments will depend on general public service measures. No specific revaluation of the DDFPT responsibility allowance has been identified after the 2015 scheme, except for the 2023 adjustment on rates. The real gain in purchasing power today comes from grade advancement and the linearization of the exceptional class.
